Why doesn't someone add the controls for the HRM to a separate outside EQ rather than inside the amp?
  I'm going to do this on my next build and see what happens.

There was a thread about this a while back, escapes me what the name was.  It might have actually been tucked in the thread about eliminating controls rather than adding.

I'm almost positive Carol Ann amps are set up this way. If you've got the room on the front panel, I see no reason not to.

I did that once, but moved them internally later to clean up the front panel. They can be so sensitive that the slightest nudge can make the tone unusable. They're also very interactive so a touch on the treble means the mid and bass are way off.

I'd have to agree with Bob on this one.
If you had PAB tied to the OD so it's always in PAB when you switch over to OD, you could panel mount the HRM and have fairly independent tone controls but, given the ability of the standard HRM tonestack to dial in bad sounds if mis-adjusted, you're probably going to want to get creative with how you set that up.
