Believe me, if you've ever had to replace them you'll realise how solid they are. That's a pretty stiff solid core cable with the resistor wires wrapped round before being soldered. That forms a unit that's quite solid in its own right that's then anchored in 4 places on the tube sockets, ideally doubled back there as well.
When it was reported recently that Liverpools should have 1K5 rather than 1K screen resistors I replaced mine, and spent more time than I'd care to trying to coax them out without damaging the wiring and/or tube sockets.
When it was subsequently reported that Liverpools do indeed have 1K screen resistors I had the opportunity to replace mine again, was expert at this stage, and it was still a pain to free them.
Properly mounted they're going nowhere.

+ as per Paulster. They are more study/stable than they appear.
As for the technical aspect it all has to do with the lead dress and sensitivity of the builds. The Rocket is laid out the same way. I believe that is the reasoning behind it.

You can mount the screen resistors on the circuit board and run wires to the sockets, you won't hear any difference, at least in my experience.

I have made one Express, one 2xEL84 Liverpool and a mini Express with 2xECL86 tubes. In all those amps I have mounted screen resistors to board without problems. I only would like to know if there is some real reason to mount resistors like that. By now I have not seen that method in any other tube amp.
