No.
There is no way short of stripping that thing to get to square one. Just tie all the grounded stuff together with #18 ground wire and leave it retro. That's what I did with my GA-19RVT. Chassis shouldn't carry current anyway.

I got this amp for repair a while back, was in a flooded basement, completly underwater. Believe it or not, the thing worked when i got finished with it. Had to take it all apart just to clean the mud out.
The speaker was shot.. And needed a cap job,as you can see.
I have had some of those fenders in before too. If they are that bad, alot of the times they will have a conductive board.

Remove the tubes, transformers ( or seal the openings with silicone ) , and components that may not like the water. Remember - is does not get soaked - only sprayed - usually from below.
Leave to dry in a warm place for some days......
Believe it or not - it completely removes all the gunk...........
If you're in for a cap job anyway, there should be no problems...

it was takent to the chromer and wouldn't you know it... He needed it for 3-4 weeks and decided it would be $180 Plus the 6 pack. Played phone tag and decided to go a different route. An industrial Toilet bowl cleaner used at airports, CLR's Big Brother. dropped it off and picked it up in 20 minutes and $5. it neutralized and removed the rust and didn't remove the plating. It left a very cool vintage look. ( I prefer the aged look for this project over a shinny new chassis. )

fitted it with a NOS Rectifier tube. a matched set of Tung Sol output tubes, reused a couple RCA 12ax7 stuck in a matching sides 12ax7 for the reverb and matching 12at7 for the PI. Decide to remove the exp speaker out since it's a combo pushing a single orig. jensen 8ohm 10" and use the hole to add a 5K pot for the feedback so it can be voiced better for studio use. I also added an adjustable fixed bias a 12K resister hooked to a 25K locking pot to get the most out of the tubes. and a 3 prong grounded power cord. The caps were replaced with Mojo tone caps and Sprague Atoms. Allen Bradley resistors. It sounds as good if not better then my regular Fender Princeton. In fact since i had to track down so many parts to restore this amp I've gone ahead and ordered the parts to build an extra as a head so I can mod it a bit I'd like to try some boosts in the low mids and some dif. voicing options on the input.
I very happy with how the rust removal turned out I was thinking pretty hard about it and I really didn't want to loose the vintage charm by having it replated or chromed to a shine. so it's a great compromise between vintage and function. the coolest part was the cleaner actually left the ink chassis stamp!!!
It really wasn't very much $ to get it up and running. About $250.00 in parts and a few days on the bench, lots of scrubbing and testing. well worth it!
I'd forgotten the old Toilet Bowl Cleaner trick. As a matter of clarification, there are two types, the basic type like Chlorox and the acid type. Liquid plumber as a sub, comes to mind for an acid cleaner, but I can't remember the name of the acid TBC. There are several. Anyway, the acid type works the best on rust. Boat folks use it to clean the slight rust film that forms on stainless hardware. For just gunk, like cap gunk and transformer gunk you can give TSP (trisodium phosphate) a try.
