Across pins 9 to 4 or 5 on any preamp tube you should have at least 6.3 volts.
Pins 4 and 5 should jumped together!

I have 4&5 together and on pins 4&5 I have3.1v and pin9 I have 3.15v

I was told which pt to purchase and it’s the wrong one for this amp

And that’s why the heater voltages are 3.10v

Nothing wrong here. If you measure the heater voltage as Stevem stated you would have twice that voltage.

My heater voltages for each heater wire has 3.15v. Coming out of the pt

One meter lead connected to Pins 4-5, the other to Pin 9. But there is no need to try this now since the measurements you’ve already taken tell us that the heaters are wired and working correctly.

I know that the cathode voltages on one half of the cathode follower can be higher, but I didn't think the anode and cathode were at the same potential? And the grid of the same triode?

The joined positive end of the two bias filters goes to ground.
What do you have for a negative voltage on pin 5 of the output tubes?
