Hello,
I have looked online,( YouTube,etc.) but cannot find the correct way to remove and replace the tubes.
It is a 2003 Vox AC15 TBX built in England.
I see some kind of plastic base under the tubes,but for 2 of for 2 of the tubes it looks like I would have to remove a circuit board to get to the plastic base.( if need be)
That particular board is for the input jacks.
I’ve never done this before,and don’t know how to remove any of them.

It isn’t rocket surgery. You remove tubes by wiggling and pulling on them. The pins are a friction fit in the sockets. Some newer manufactured sockets have an extremely tight fit. Tubes that hang down often will have some kind of wire retainer or claws, to keep them from falling out. If there’s a metal shield over the tube, push it toward the base and turn it to unlock it.

The last 1/2” or so of the glass envelope of the ECC83s protrudes through the bottom of the chassis.

Take the chassis out of the cab, it’s not going to be feasible otherwise.
Get the best finger hold on that as you can and pull, whilst waggling it in a slight circular motion.
Unfortunately, for anything other than vintage production valves, the chassis holes are too small to allow hardly any deviation from perpendicular, which makes valve removal really difficult.
A useful mod is to open the chassis holes out a few mm, but given the potential for swarf to go everywhere and cause disaster, it’s not a task to be undertaken lightly.
It’s much easier to get valves with a slim envelope; Rusiian made ones, eg EHX Tung Sol RI will probably be too big.

^ To add to that, if it isn’t obvious, you’re going to need to remove that metal cover with all the slots in it to get at the tubes (if someone hasn’t already taken it off and thrown in in the garbage).

These plastic pieces that I circled are under each tubes.

Those are the valve sockets, the valves plug into the other side of them.
