PP vs Parallel
Setting efficiency aside, will (or can) a pair of KT88s in parallel put out the same power as a pair of KT88s in PP configuration?

No. In Class A the output power is approximately equal to half of the maximum anode dissipation Pa max. In p-p, it's theoretically 4x Pa max, but less than that in practice.

The parallel SE arrangement has to operate in class A. Under the same conditions, a push pull pair would put out the same power.
The push pull version could have a smaller OT and lower ripple hum contamination of the signal.

Assuming you mean parallel single ended and running the KT88s for all they are worth the answer is 100% no!
Parallel single ended you could get close to 50 watts if you had a huge output transformer made to do that in class A which would cost a fortune!
The basic rule of thumb is that wherever one tube can do in class A, two tubes can do 4 times that wattage!
We also need to factor in the RMS and peak power that a single tube can produce in class A as compared to two tubes in push pull A/B1.
