Swann 43 rocker switch

Pulled a Swann 43 rocker switch out of an older chassis, would like to use it. It does not illuminate until I hit 124v on my variac? It shows a resistor in the schematic. Could this switch be kaput?

Perhaps this is best moved to the Marshall side forum, where these switches are more commonly used? Tom?
