I probably already know the answer to this but I'm going to ask anyway...
I bought a box of parts that included some never used kit radio parts. One of the parts is an Astron RK-902 cap can with a date code of 6119 and it was never installed in anything. Is there any chance of using it? It's a 40/20/20 @ 300v with a 25/25 in it as well and I was kind of hoping it could be used in a low-volt project.
My concern is that even though it was never used, it's most likely dried out, correct? If so that would be a real shame.

I'd tie all of the 300V sections together and see if they will reform, then address the 25V section separately.

Being unused actually makes it worse. The shelf life of an electrolytic cap (especially older ones) is significantly shorter than the operation life of the cap. It's more likely to be dried out BECAUSE it was never used.
