Sounds like you're slamming the output tubes w/ too much signal. Try a "bootstrap" style MV at the PI or some other means of attenuation before output tubes.

Also, what is the VVR scaling?

I suppose you could use 2 OTs, one for each pair, each driving a separate speaker to avoid the mismatch.
