Is it okay? Will it change the tone? Will it change anything? I'm talking specifically of using either a 20uF 500VDC or a 25 uF VDC Capacitor in place of the stock value 22uF 500VDC Cap on the Filter cap bank of my '66 Bassman.
Thanks, I know this is basic.
I just want to put another Sprague Atom in place of the one in there so I have all Sprague Atoms in my '66 Bassman.

20, 22, and 25 are all pretty much equivalent. The manufacturing tolerance isn't that tight.

Not OK ONLY if you are a worry wart. IOW perfectly fine. If one of the old caps is failing, you might want to consider replacing the whole shebang. I'm seeing old Fenders that are getting their third set of filter caps installed right around now. How time flies! Spend a little extra and have nothing to worry about there for the next 20 years at least. While you're at it replace the bias filter cap. Cheap insurance & peace of mind.
