Why not try a SMPS for preamp heaters?
This should do it, ca $20 from Mouser, can be adjusted to 12.6V on 1.2A load:

I haven't used SMPS to run heaters from (yet) but have seen it in some British custom amps.

I am in the 'why bother' camp. The 12a*7 tubes take will run off your 6V and cancel out the hum. I am thinking of doing the doubling and regulating to run 12V tubes but that is because I have no choice.
