Yes I belive thats the way it's wired.I get 6.3VAC on pins 4,5 and 0V on pin 9.

Is that ok?

Yes. You have the CT elevated to 16VDC, so you will get 0VAC there. Then you have 6.3 VAC riding on top of that, which you measure when you meter on the other side of the filaments. The two sides are 180 degrees out of phase, but your meter only reads the magnitude.
