I would like to know what is the use of the red/yel (4) and the grn/yel (7) on power transf.

Are they just need to be ground?

They are the Center Taps (CT). And, yes, they both go to ground.
The Red/Yellow is the center tap for the High Tension (HT) secondary. From Wikipedia, a center-tapped transformer and two diodes can form a full-wave rectifier that allows both half-cycles of the AC waveform to contribute to the direct current, making it smoother than a half-wave rectifier. . NOTE: a rectifier tube IS two diodes.
Now the Green/Yellow is the CT for the 6.3 heater/filament secondary. This creates the Ground reference for the AC heaters to reduce noise. Some power transformers have heater CT's, others do not. In the latter case you create a faux center tap, but we'll skip that since the power transformer you are looking at does, indeed, have a heater CT.
