There is no center tap for the heater winding. Is there a way to drop the voltage when reference the voltage to ground? Seems I normally use 100k on each leg.

I think you mean 100R, not 100K.
Before I started working with an unknown like this, I'd wire up a set of sockets, heaters only, and put tubes in to see what happens. Until you are really clear about whether or how much voltage to drop, it's difficult to arrive at a good solution. You might find voltage drops to 6.7V which, IMO, is low enough that no solution is needed.
