The 0-280V transformer will use a bridge rectifier to get a loaded B+ voltage of about 370V with HV current of about 0.6 times the rated current.
The 280V-0V-280V transformer with a full-wave rectifier will put out about 370V loaded B+ with full HV current rating of the transformer.

Hang on a minute... A 0-280 secondary has to use a bridge rectifier so it is likely rated with that in mind. I don't believe that you have to apply the derate.
