I bought a (hopefully) repairable Heathkit AG10 signal generator. All tubes there. I nicely asked the seller to please please please open the unit, remove tubes and wrap them well to ensure tehy don't break. She said "i'll see what I can do". Unit arrives. I hear glass rattling around in the box. I open it. I take 2 screws off the back and remove the panel.
Two tubes are broken. They were removed and litterally three tubes were wrapped up in one paper towel with a piece of scotch tape. the other two were not in the paper towelas it was still wrapped around the three tubes. There was a loose piece of scotch tape (one piece) in the chassis as if the tubes were just taped to the side of the chassis.
What would you do as a feedback?

Take a photo of the damage and send it to the seller.
If they are cool, they may offer partial refund for the damage, otherwise return the whole mess for refund. If not, you file with ebay, and Paypal holds up their money till its settled.
Do not leave feedback till it gets settled, positive feedback releases the funds from Paypal to seller.

From a risk assessment standpoint, I would have taken the chance of the tubes staying in the unit verses asking to have them removed. Especially since there was no clear agreement that the tubes were going to be packed separately and very carefully.
i'll see what I can do", to me that means 1/2 no and a 3/4 maybe, that would have been a flag not to have them removed unless we came to an agreement.
If the ad stated that the tubes will be removed and packed carefully individually or you offered and paid a bit extra for extra packaging materials and the seller agreed that's one thing.
I wouldn't have asked them to be removed under the condition and I wouldn't have packed the tubes that way...............it's a draw.

Regardless of your conversation, it is the seller's responsibility to package the item well enough so that damage does not occur during normal shipping and handling - whatever that is. The point is, the seller failed to do so.
You didn't mention how much you paid or the replacement cost of the broken tubes. If the net cost was not out of line, I would replace them myself and ask the seller for a portion, or all, of the cost.
Either way, I would not leave postive feedback after the whole mess is settled. The seller screwed up and that should be reflected in the feedback.

A lot of people don't know how to ship... Speakers are the worst. Some dude sent me an EV last summer in a flat rate box with no packing materials and it actually broke the big plastic frame and pieces were sticking outside of the box.
I would ask for a partial refund and if they say no, then open the claim through eBay/Paypal and send that back before close of business. Most people would do a partial refund to just settle up. PayPal almost always sides with the buyer even if they are at fault!!
I think it's obvious to not leave positive feedback since it wasn't a positive experience!!!

I paid $15 for the unit and $15 for shipping. The total was about $32.
I ordered new tubes for $10 total including shipping. I'm not one to even waste time about $10, it was just the principle. I wouldn't take a vase or glassware and ship it to someone with one piece of scotch tape holding it to the side of the box. That is just STUPID and a waste of perfectly good 6CL6 NOS tubes! That is my main concern. Why would someone not even care? I'm surprised the one paper towel saved the other three! Anyway I will prob just send a mild flame and leave it at that...

Last time I had a problem with a low cost item from eBait, I contacted the seller. It was a bad OT. It just didn't check out in testing. I wasn't mad. It's important not to get mad! When I wrote, I told him that I had no expectations and wasn't asking for anything. I just wanted him to know he'd sold me a bad item that we both expected was good. Without delay, he refunded 100% including shipping. Lesson: you get more with honey than with vinegar!
This, in stark contrast to a newbie buyer who received a bad DIMM from me (another very low cost deal). Because my ad said "no refunds" he didn't even bother to contact me. He just gave me NFB without a second thought. When I saw what happened, I gave him a refund anyway and let him know that I thought he did the wrong thing. The SOB waited about 2 weeks to revise that NFB. Once again, honey prevails over vinegar.
Really, you have to have a sense of taking action that fits the situation. At $32, it is worth contacting the seller. Personally, I wouldn't pursue it further if the seller doesn't want to do something about it. I might give him a neutral so could write a comment. NFB is like the kiss of death on eBait. Please use restraint if that crossed your mind. There is a difference between inept and intentional. I think your case is the former.

Yes it is amazing that so many ebayer's don't have a clue about shipping things.
You would think with the amount of old items and antiques they would understand they need to take care.
Let alone glass items like vacuum tubes or light bulbs.
When I bought an old Hammond bare amp chassis, they actually asked me if there were any special shipping intructions I had.
Since there were vintage tubes in it, I said sure, pull the tubes and wrap them individually with bubble wrap.
I also said, pack it so that if you dropped it 30 feet it will survive......
They did pretty good. There was everything in the box from bubble wrap to foam rubber.

Well i can't ask for a refund. It was only $15...i'll deal but will send a note that a couple tubes broke. Here's a shot. Gonna need some TLC first. I need to start going through the circuit. Probably replace the cap can first...
