Chris, thanks. I established that it is in bypass swith.  I haven't had time to address the issue again since Sunday. 
I've tried to clean up the joints but can't seem to get them to shine with some new solder like I was able to with my old roll that ran out a few months ago.  I am a hobbiest and would appreciate any suggestions on solder types that are easier to work with.

It looks like you might be using a lead free, which I would not use without the proper tip and temp.
I use trt wonder solder at 742 degrees. About $60 a lb and flows better than anything else I have tried. Even WBT. YMMV.

Yeah, the lead free stuff is harder to deal with. Another nice (almost essential) item is a solder station with adjustable heat. Also making sure your solder iron tip is in good shape and not just plain worn out. Replace them if they are old. I have a Weller WES51 that has served me well.
I've been using Radio Shack Silver Solder (62/36/2) just because it close and easily obtainable. But there's plenty of good choices.
Also using too low a temp can be just as bad as using too high. IMO
Just be careful not to overheat sensitive components.

I ordered some solder.  I also found the issue, a weak (but not broken) ground buss wire stressed from my wiring the pots.  Replaced the wire and the D-lator is quiet as it should be.  I did have to lift the ground on the wiper of the recovery pot as everyone said.
Along the way I removed the bypass switch. I plan to put it back because it truly was useful being able to completely bypass the D-lator when trouble shooting.
