you can get in the ball park for $1000 an exact clone should be closer to $1600 with proper tubes, and iron. $3500 is still a really cheap amp considering the labor to build the product.
You can buy them all day for $1300-$2200 depending on location o craigslist.
Southern California has a higher supply so the cost is lower. It makes it almost pointless to bother cloning unless you don't like something about the amp and want to change it during the design/build phase. The few hundred extra you would spend will insure it holds value down the road. Most clone amps no matter how nice the build quality are a labor of love and seldom are worth more then the sum of the parts. Often far less.
Another route would be to purchase a used amp to clone while you have it on the bench in front of you to answer questions, look at, etc. Once you are finished you can turn it for what you paid. (assuming you were a smart buyer and not impulsively throwing you wallet down)
