Why do they insulate/cover the leads on the caps and resistors on Hiwatt's and Matchless's.. what is used? is it just hook-up wire with the wire removed?

It's a rubber sleeving material, I've built a few Hiwatt amplifiers for Hiwatt over the past few years and it's just sleeving they buy from RS.
Not sure of the product code, but it's really much more necessary in Matchless amps which are PTP wired than it is on a turret board!
