I had the p lead on one of my $5 filter caps snap off yesterday. No particular provocation, just a lousy weld. No luck obviously soldering the lead back on. Grrrr, rassa frassa mumble mumble. I've informed Mouser when I re-ordered.
I hate to throw the darn thing away, any ideas?

Contact Vishay through their website. If they respond, they may volunteer to send you another through their engineering sample program. I either lost, or never had the hood of a Neutrik connector and they cheerfully sent me the part.

Try filing the nub on the end of the cap with a small fine file and then solder on a new lead. You just need to file the surface plating off the nub. This has worked for me in the past.
