you can change the dropping resistors between each node , but with your wall only being 117, the voltages will be a tad low compared to the wall being 120, which is generally where voltage readings are for comparison.

Absolutely change the first dropping resistor to between 2.2K and 3K to taste.

Try some different preamp tubes first before you fire up the iron. You can get some pretty big voltage swings between different preamp tubes.

Well, I changed out the preamp tubes and I got an appreciable rise in voltage across all three tubes.
With 118 volts ac at the wall I'm now getting what I should at v1 and v2.
v1 1 189
v1 6 187
v2 1 198
v2 6 202

v3 still seems a little low although it did come up by over 20 volts to

v3 1 245
v3 6 247

For a BM, V3 looks fine.
