Local Feedback Loop Question

Just curious.... Can anyone tell me why the V1B local NFB loop in a non-HRM is connected directly to the grid while the recovery side of a Dumblator (which seems to be a very similar circuit to the V1B) is connected on the other side of the grid resistor/capacitor network? I find it odd and I'd like to understand the rationale for this.
