I think I cramped it all in the title. Any suggestions as to why it is running over 100v high?

Also the limiter bulb is Bright * well rather dim compared to its normal function*, then goes almost completely off, slowly charges up to the first level of illumination, then remains constant. Pins 2 and 8 on the 5y3 are 276vdc
