Yes, it's my understanding that it was a schematic error, no JTM45s have been found that actually use the CLC supply for the whole amp.

I think that a 5F6a Bassman, having a ~4k OT, should have more HT ripple than an equivalent amp with a 8k OT, as the latter should have a lower (loaded) HT current draw.

The earlier JTM45s used an RS Deluxe OT, wired for 6k6:16 ohms, whilst later ones moved to the 8k Drake 784-103.
