Express build OT phasing question

It took me a while to realize it, but the treble control in the tone circuit that really works. Bass and midrange controls do pretty close to nothing at all. Is this normal?

the mid should be effective and audible, affecting mids and highs.
the bass also works, affecting bass and distortion of bass frequencies
