With some tubes (6L6 by design) you can hit this soft spot by going up in value, say 2K, or likewise having no choke at all. Take a look at the tweed 5E5-A Super for a learning experience. A very soft amp that actually has more voltage on the screens than the plates.

I did not have a 250 R so I paralleled another 1K with the existing one - making roughly 500R.

The screen resistors were pretty large too- a leftover from a previous build in this chassis
I replaced them with 150 R, 5 Watters.
There is a definite tightening up now. Haven't had a chance to crank her but it sounds promising.
I have a sense the amp feels a bit punchier in the highs too

This reminds me that I once built a Traynor YGM2 clone and the resistor value in that position was ridiculously low. Something like 20 ohm
For a 18 watt amp that thing was ungodly loud. It had headroom up the Ying-Yang and when it broke up it was very aggressive
