Strange problem with a 5E3 type build

I am putting together a 5E3 build using 6L6 tubes and the appropriate transformers. Its all together and my initial testing has me scratching my head. Plugged into my current limiter and I am showing no voltage on any of the cathodes on any of the tubes, power tubes and preamps. When I measure the resistance from the cathode pins to ground it all looks good, but when I power it up the tubes are drawing no current and I am seeing the same voltage on all plates and the screens on the 6L6's. Any ideas?

Got a good ground return path to the PT CT?

It was a bad connection in the heater circuit, all good now.
