Why does Francesca have 100k resistors on the heater pins of V4 and others don't?

You mean the resistors on V5 (the socket closest to the filters)? Some power trannies (like the one used in Francesca) don't include a centre tap wire for the heater wiring, so the two resistors to ground are a means of creating a virtual centre tap.
