Yes Tom NTE is a reseller, but those are not Xicon resistors either. My local shop stocks NTE and majority of the newer 1/8 thru 1/2W and some 1W resistors looks like these, which I believe are a Vishay/Dale type. Now which particular part series I can't tell anyone, but if you go to a NTE dealer you can grab the exact same type off the shelf.
I gone through my local shop and I culled all the (Phillips, RCA, Corning, Sylvania, Dale) NTE resistor types/values that are found in Dumble builds
These are quite an old type, we used these at GEC in England back in the early 80's but cant remember the make. I do remember that they are metal oxide.

They are also current as well, packaging is marked lead free.

Forgot the brand maybe philips and don't think they are made anymore. Soldano used to use them MF 2%
John they look similar to the Phillips, but have a slightly more pronouned humped endcap with soldered leads. They remind me of something closer to a Draloric in body style. I have some Phillips 1W CF's , but I don't recall the tolerance band sitting on the endcap and the exposed soldered endcap leads. I'll have to pull them out and compare them.
My thoughts are either they are no longer in production or a special run. They are definitely not the current Vishay LCA series, because they look closer to the Phillips(Made in Holland)resistors from the 70-80's.
