I will probably need a head cab in the near future, but don't want/need anything fancy. I seem to recall someone posting a link to a builder that would do a basic black tolex, to spec, for less than 200. Anyone got that?

well, this isn't under $200, but it's close, and you can even specify cutout sizes for the front and back panels:
