Just happened across this picture.... Back when tubes we're cheap and plentiful, and Sylvania could afford to chuck them if they didn't test perfect...

I have a electronics supply catalog from 1958 and a Tube like a prized Mullard AX7 that today goes for 150 bucks cost only 4 bucks back then, so yes cost wise they could just chuck them if there production cost where low enough!
