Okay so you've got some DC voltages on your output tube and you other tube plates. and you've got a B+ around 380VDC (going by the plate voltages).
Next step is to check your heater voltages. Have you go 6VAC across your respective filament pins? (2 and 7 of the 6V6s, and across 9 and 4-5 of the pre-amp tubes). Are pins 4-5 of the pre-amp tubes soldered in parallel?
Then check your signal path wiring (with a R-meter) for continuity with the amp switched off. Are there any shorts to ground that shouldn't be there?
What are your DC cathode voltages at idle BTW?
Also the voltages on the 5Y3GT - are they measured in VAC-to-ground from each HT pin (4 and 6)?
Is your speaker plugged in? (you don't want to fry the OT)

IT STARTED WORKING!!!
this forum seems to have mystic abilities or
it may have been my rewiring of input and or
speaker outputs
I assume that would cause no sound?
I will follow up if anything changes

I think resoldering the input and the speaker jacks did the trick
it is sounding good now

Man I got it bad
I finished up a 59 Bassman 410 and I am right smack in the middle of the Carmen Ghia build and waiting for my faceplate to start drilling. That should be a great fun project. Also, almost finished with my Fender 5b6 bassman using ptp octal tube layout in cage chassis style.
One other small amp I like is the Matchless Spitfire and I built mine using Ken Watt's layout and his 18w Heyboer tranny set (turretboards.com) I did not go with a kit maybe should have.
Not sure if you are into the Trainwreck amps but the Rocket is my favorite but all three are good. One thing I found out is using Pacific tranny set makes a big difference.
