Newbie Here....
I am not a metalworker by any means. If I was to build an Express, where would I get a chassis from? Do they make custom chassis, or do you all just buy a generic one and drill it out yourselves?

ther are a couple of fellas here who build the Express chassis and sell 'em (check out the 'For Sale/Trade' forum). I used a Hammond 17"x10"x3" for my monster :

I suggest doing what you like. Some folks want as close to an exact repro as possible, some just want the tone in a generic package. Any way you slice it, you'll get plenty of guidance here because ALL of us care more about tone than looks any day of the week

I don't know about the area you live, but I get mine bent from aluminum at a sheet metal/roofing company shop. They are REAL cheap! An 18X8X2 chassis costs me $15.00.
I'd check your area and make some friends in a place like that. I can also get you chassis made, if you want, if my style suits you. Mine have the front and back bent up, and the sides bent down--I mount the chassis to the cab through the bent down sides. I got this style from a Holland amp I worked on. With stout aluminum, it works really well for me.
