Find the center tap of the OT and see if you have B+ there. I suppose you could blow both sides of the OT primary, but it's usually just one. Check the rest of the power rail. Maybe there's a fault there. At least one filter cap seems to have been replaced.

just to ensure i'm doing this correctly.. i'm attaching the neg point of my voltmeter the the chassis, and using the positive to detect voltage at different points in the power section. no pins are giving me a reading higher than 6.x volts (heater), the other pins are showing nothing whatsoever. a few of these leads connect directly to the OT primary, which is obviously giving me nothing as well.
also, the 115v lead on the power trans is not giving me a reading. but this lead is coupled with a cap to another lead on the same side of the trans labeled "N". Not sure if this is normal. this is visible in the first pic i posted..

This is not the case with the U305R. The three way switch is a factory installed item. Center is off, one way is stand-by and the other side is play mode. Here is a pic of My U305R on/off switch and maybe it will help. Make sure you are in play mode or "ON" in this case and not stand-by.

Have oneof them mine has 7591 along with what everyone else sas those pio caps are probablly bad almost everyone ives encountered has been leaky

Turns out it was the stupidest thing imaginable.. Someone soldered the leads incorrectly. The output from the rectifier tube was connect to a totally null lead on the power switch. Switched some wires around and all is well! Amp sounds great, and everything with the exception of the tremolo works.
