PS cap connected to ground?
Why is the positive lug of C15 in the worley layout connected to ground? I am confused.

in the Express layout that was done by Ron Worley, one of the 40uF 500V PS filter caps has its positive end connected to a ground lug through two 100K 3W CC resistors. What does this do?

Those are bleeder resistors, drain the cap on shut off.
