sounds like 120, double check your grounds, whats the input jack?
It looks like a metal type grounding to the chassis...
If every thing looks correct and the buzz is still there, might try replacing the input with a plastic cliff jack with its own ground point.

could be layout, you got that PS filter cap right there by the input wire...

Here is one pic. As far as ground I have 3 ground points. The first is for all pre-amp ground, the second is for the power section and last is for the outlet.
