I notice on some builds and in the " amp garage " moniker photo that the caps are set on an elevated plain above the resistors. is there any advantage to this mode of building?? Does it make tweaking more accessible.

Those are "radial" type caps meaning the leads come out the sides not the ends like axial caps. They're not really raised, the leads sit on the same plane as the rest of the components.

On an OD type cap, it is not a good practice to bend the radial leads too close to the body.  The OD has fairly hefty leads, which allows the builder to leave it raised off the board without too much concern about how much it will flex while in use.  Beyond that, IMO, it mostly style and convenience driving how it is placed in the amp.
