Peavey Delta Blues Goop?
I received a Peavey Delta Blues over the weekend that didn't power up. Opened up the chassis and found that the mains fuse had blown, but also all this goop was on the PCB. Looks to me like the goop Peavey uses between the electrolytics melted and spread out all over the board, but I just wanted to ask if anyone has seen this before and has any other take on it before I begin repair.

Should be Hot Glue
If it's hot glue the caps likely heated up and caused the problem. The older glue went on with a heated glue gun. Check the caps for a short or what may have become an open resistance reading.

That's typical Peavey sloppy build with that hot glue going all over the place!
If that fues was the needed 1 amp fast blow and none of the power supply filters check shorted than that fuse likely went due to a shorted power tube.
If you do not have a tube tester to pin down the bad output tube than get 4 fuses and reinstall each output tube one at a time untill you blow the fuse again.
If you reload the tubes in a darkened room many times the bad tube will internally flash over before kicking the fuse ,giving you time to turn the amp off.
Also if it's a bad tube be sure to check the tubes sockets and the area around the sockets for burn marks from arcing and or bad solder connections on the tube sockets.
