The answer is that it depends. It depends on exactly what circuit and what voltages.
In general, the 6L6 spec sheet says for class AB1, Va=450. Vg2=400, Vg1= -37, Zout = 5600. That's for a pair. For a quad, Zout is halved to 2800. In general, I'd say 1700 is low. The solution is to draw a load line based on the actual operating parameters. There is a crapload of information on drawing load lines if you look for it.
You'd also want to be sure the OT is able to handle the wattage, as it could be around 100W. I am guessing this OT is more appropriate for a quad of EL34.

Its pretty common to see a quad of 6L6 running into a 2k load- Fender Twin, e.g.
I'd say it's ok at 1k7 up to a max of 450V on the plates.
