7.2 volt dc heater voltage

I bought a used Peavey 6505+ combo last month and it really sounds awful. Turned it off and checked for problems and found a burnt area around the 4 bridge diodes and 1st filter cap that supply the dc heater voltage for the preamp tubes. I also found 7.2 volts dc between pins 4 and 9 on each tube. Would this be an open diode, shorted diode, shorted or opened cap or none of the above? Also, would it really affect the sound of the amp that badly or is this just a very compressed nasty sounding amp? Thanks.

I think none of the above. Maybe the burn marks are from an earlier diode failure? 7.2V is a bit high (better 7V or less) but I don't think that will affect the sound much if at all.
