anyone know where i can find on DIY pedalboard switcher
something like the voodoo labs GCX or the bradshaw stuff. How do you build something like that?

It's not hard.
as long as you keep it passive and not midi controlled it's just a bunch of 3PDT (mono) truebypass switches.
The first one is the master in/out which turns the switcher on ( injects it into the signal chain)
then add as many switches as you need for pedals ending the last pedals out to the Master I/O return
Stereo pedals are 4PDT

im looking for the midi ones. where i can store programs that turn on and off multiple loops at a time.

it's cheaper to buy a used one then building it from scratch.

Basically, you need a programmable device like a microcontroller or an FPGA plus some good quality relays, jacks, and a handful of Rs and Cs. You also need to know how to program your device, you need the programming tools, and you need knowledge of midi. From the generality of your question, I am guessing that you don't have any of the tools or knowledge. If you are smart and dedicated you can do it, but it will take you alot of time. How much is your time worth? The tools aren't necessarily cheap. As stated by selloutr, it is probably better to find a used one. I can do all of the above, but I chose to find a used RG16 which works really well. I have been using it for about 4 years with no issues. I recommend one.
