Do I need the professional visio or can I get by with the standard if all I want to use it for is layouts?
I found one company selling Vision Professional 2007 for $119. and standard visio is $89.
Vision professional 2003 for $49.

I don't know the answer to your question, but for $30 extra at that price point, I'd move up. I would not buy the old 2003 product. It is now 6+ years old and you will run into compatibility problems sooner than you imagine. That's my 2 cents, FWIW, not much. Good luck.

I recently downloaded the trial version of Visio professional 2007 here :

It's fully functional for 60 days, and after I downloaded it they emailed me a limited time offer price to buy it at a discount, but I can't find that email now to say exactly how much.
Whatever way you obtain it, just make sure you download one of the nice visio layout files that have been posted and then you have a library of parts to draw with.

Thanks guys I had the trial version and they want over $600 for the full version, no thanks.
I think I will go for the Visio Professional 2007 full version making sure they are not giving me the upgrade version.

Mark, Visio 2003 for $49 will take you a long way. I personally don't like any of the Office 2007 products as much as I do the 2003 products...including Visio. The Professional version has a lot of design tools that you will never use (unless you're doing database schema, workflow mapping, etc.). I've been using Visio since about '97 and favor Visio 2003 of all versions I've worked with.
BTW, it does run fine under Windows 7 so I don't think you'll have compatibility issues for awhile.
