I guess I also mistook him stating on his page that these were max design with the statement "Tube Max Design Dissipation" you're right, though it doesn't call out whether or nor that's just a 'heres the standard and the answer' it's just saying what the max design 100% dissipation value is.

Thanks for the detailed information, more for me to process and learn on.
