As has been stated earlier, this forum focuses almost exclusively with tube amplifiers. Some here are pretty strong with solid state, but might not be interested in assisting with it.
If the creator of this circuit board doesn't want to provide help, and can only say things like 'add a filter' or 'add a resistor on the 9V input' without better explanation, I think the bigger issue is with this seller.
A filter can mean a TON of things. It could mean a ferrite bead, it could mean a choke, it could mean more filter capacitors on the power supply, it could mean a frequency filter using RC or LC type networks at targeted frequencies.
Since I personally know next to nothing about the opamps used in this amp, and am not super interested in knowing more, I'm not keen on trying to find out more than a cursory look at the bass pot in the circuit as you mentioned.
Since I've covered all I can really with respect to that, again I'd recommend you look to xtian's link to a forum that focuses on solid state audio hardware instead.
