well fortunately, you have 80% of the work of removing the PT done already so you can go ahead and finish the job, and put in a new one.

sounds like it's hosed.

Yes, that's one way to see it :)

What exactely happens to the primary winding when it gets broken? Does the insulation melt? I measure a few ohms between the primaries, so there is contact..but maybe the wires touch inside?

the insulation between windings breaks down somewhere due to heat or excessive voltage.

if you ran it with no load it probably allowed the voltage to spike very high and punch through the insulation in the transformer's windings. doesn't matter if it's primary or secondary. you can't just measure it with a meter.
