twin biasing troubles suggestions

I am converting an 1970 twin reverb to Blackface specs, here's my problem.

I put new caps in and use a light bulb in sereis to soft power up the amp which seems to work fine. Just for refrence I can check to neg bias at abot -29 volts (while insereis with bulb on) so everything appears fine. However when I go to FULL power i get a fault read on my digital volt meter? the power trans are good, the diodes test good, any idea's please.

What i don't understand is why the bias pots seems to work in sereis with bulb on, but not at ALL when in full power.
I have tested all power tubes and used known good tubes to no avail.

the meter might be going into a safety mode, or there might be limits on the voltage
the thing can handle in the range, mine does funny things when its range is exceeded.
if you have another amp, or some way to verify its operation, double check it.
or the amp might be doing something you dont expect.

Thanks for reply, problem solved when I used a Fluke multimeter. I'm sold!
