Has anyone got a schematic for a Masco ME-27? Or maybe give some info about them, like for instance what phase inverter they used.

The amp uses a paraphase inverter.

Thinking of building something closely based on one.
I saw Rhett Shull's YouTube post about his, the one modded by Eli Lester and one done by a guy over here in the UK, and thought they sounded great.

Note that the schematic specifies the 6L6G. That's the earlier version with the 19W rated plate. Not the 30W rated 6L6GC. The RCA lists a 6000 Ohm OT in it's examples with similar Plate and Screen Voltages for a 31W output.
I don't believe the 11V reading on the cathodes. Should be more like 21V.

Yes that cathode voltage must be wrong, its even a wee bit low for EL84's never mind 6L6G.
