Yes. That's the bias filter. Since the bias is a negative voltage, the filter will have the positive lead grounded. Replace all electrolytics. There are better caps than the Atoms. They are used for reasons other than performance. Much has improved in capacitor design in the last 50 years.
F&T caps are better and cheaper.

That needs to be installed before operation, for sure.
