The other day I bought a Fender Frontman 25R for about $ 25,-. The fuse was blown so that was an easy fix.
However there is a strange ticking noise every 2 seconds. Could this be a diode gone bad?

A fuse does not blow for no reason and a diode gone bad does not fix itself and allow the amp to work again, so I think you new amps problem is a bad solder connection, or a bad TDA1514A output IC pack.
These 12 to 14 lead packs are real fun to change out!
