Fender SS Amp Mute Delay
I just traced a Fender SS amp. Its mute delay part really confused me. How does it work? The schematic I traced is here below.

What is the issue with the amp?
If that chip is not shorted ( power supply voltage only where it should be) and or the other semiconductors in that circuit then the two electrolytic caps would be my next thing to just swap out as the amount to less then a buck in cost.
does the amp have a headphone jack and if so does that work?
